From album credits, it seems Hixxy's girlfriend in the 90s, Elaine, sang many of the tracks. When did she stop singing because even on Bonkers 8, the track "Nothing" still sounds like Elaine singing, and that was early 2000s.

Last time I remember seeing her name was on the UFO track "Far Away" which was on Bonkers XI. That would have been late 2003.

Nothing was an old recording that wasn't bothered with at the time.
Hazy memory of the full facts but Elaine went from UFO to Hixxy (or vice versa), if you get my gist. So a lot of the RB stuff was about biting tongue and working together. Might have even happened during RB times when she wasn't singing.
It wasn't a particularly great situation anyway and everyone went their own way. Hixxy probably could have linked up with Elaine again for some vocals but he had other vocalists to deal with instead.
A lot of stuff is recorded years before really with vocals. Many not used at the time and found on a backup drive years later when the production might suit it better.
