1. Take the production course. It can't hurt, and it's always good to have whatever fundamentals can be taught.
2. Get yourself a piece of software for sampling and VSTi's. VSTi's are software synthesizers that you can use to get way more out of your other software and make your own sounds. Some good software for this (in order of ease of use and power) FL Studio (even though it's damn near impossible for me to get the hang of), Acid Pro (which I use, because it's easy and useful), Cubase, Reason, Logic Pro.
3. Get yourself some samples. vipzone.com, hardcoreproducer.com, the philharmonia.co.uk sample library, and many threads on the dogsonacid.com grid have great samples. If you'd like, I could PM you some of the good ones that I've found.
4. Get some VSTi's. For great trance and acid sounds, go with Vanguard. Only 70 bucks US and exceptionally powerful. Other good VSTi's are z3ta+, Minimogue VA (a freeware mock Minimoog), and the now freeware ReBirth (the first major softsynth, and one that fakes the TR 909, the TR 808. and the oh so legendary TB 303.)
5. Practice, practice, practice. Practice getting samples from old jazz, funk, and soul records. If you are good at that, you can do well at liquid funk and house. Practice making melodies. Practice what kind of progressions sound good. Figure out how to manipulate samples. Toy with levels. Just don't stop producing, even if you're only creating absolute crap.
6. If you aren't producing, study music theory. It is amazing how much even some basic knowledge of arpeggios, scales, and chords can help.
7. When you aren't producing or studying, listen to music. Find out about every single kind of music out there. If there is one thing that can give inspiration, it's other people's songs. Analyze other people's music. What allows Thomas Banglater's stuff to sound great yet stay so minimal? What is it that makes Spiral Tribe's stuff harder than the Prodigy? How do breakdowns transition smoothly? As Frankie Bones said, "Techno, house, whatever it is, I never turn it off."
I'm still doing all of these, and I have to admit, I went from being a complete noob and a looper (which means someone that just strings together prerecorded loops without really changing anything) to someone who's somewhat capable at production in the space of less than a year, and I only really figured out all of those hints until about a few months ago.

Look out for an Access To Music Centre near you, 10 times better than any college course I've come across, they teach you things which you really need 2 know and you have projects like to play your material at events/organise them. My mate does one and is really enjoying it, also it opens up doors to degree level studying.
