Which is a good budget M-Audio that sound quality is superb and you can record clearly, also has the feature where you don't have to record using the mic, you can just record from the soundcard.
Is the M-Audio Delta 66 good? Does it have the above features.

M-Audio sound cards are budget cards in general, but any of them will do. Go for the one you mentioned because it has all the sockets you need on a box etc with a headphone output aswell. As for recording, you never have to use a mic, ever, on any sound card :P
So to answer your question: yes :)

Not sure what you mean about the mic - I have a Delta 1010LT and a 2496 and both have served me incredibly well recording from a variety of sources!
If you want to record a microphone then you will need a pre-amp to go between the mic and the soundcard, but thats reccomended anyway. Other than that I have recorded direct from my mixer, my synth, guitar amp emulator no probs.
As for Matt's comment, depends how you define budget. Cheap price yes, cheap quality definitely not! If you are doing dance music then no problems whatsoever. I've used mine recording a classical vocalist/piano in a church and it worked a treat! Link below for quality

I was asked to capture the ambience of the church which isn't easy when the only mic you have left after micing the piano and vocalist is one dynamic mic!
Tried adding some subtle ambience post recording but apparently it wasn't enough errrm ambience so this was the final mixdown after approval.
I was quite pleased as this was my first location recording, my first classical recording and the first real piano recording - I'd have loved to have been able to capture the proper acoustics though, theres a lovely bell tower at the back of the church - at Christmas you get the soprano solo of the first verse of Once In Royal David's City sung from there and its goosebump time!
