What? No. They cannot tell you "no". That's why it's a compulsory license.
What happens is you make the remix. Then, within thirty days of its completion, you notify the copyright holder that you have done so. At least here in the US, if the material has been distributed for remixing at any point in the past, they have to grant you license to distribute the work. The only thing you have to do is pay a royalty, which is usually an insignificant amount.
