Recyle is meant for use with Reason, so you can't actualy use the recyle format in Cubase. However you are in luck because you can export the file as a sound font (.sf2), which you can import into a sound font player in Cubase, which you have to download first.

You need to put the files in the VST folder manually, and there is also a font file that needs to be placed in the Windows font folder, but it's all in the instructions.
