But what if HU bring out the rumoured CD of breakbeat loops, scratch samples, tempo changing tracks and intros? The rumour I just started now?

Probably because they're in WAV format??? So they're more DJ friendly, and also you can just stick this right into the CDJ, but I gather no one would want to risk getting it excessively scratched up and at a limited pressing, it's quite the collector's item.
So is this the only form these tracks will be released? Not sure if this is great for someone like me who isn't a DJ, but then again I'm all for completing my HU collection :)

From what I've gathered, the "DJ Tools" name comes from the majority of the track selection being very versatile in their mixability. A great example of this is Make It Werk, which offers both great mix in and mix out points throughout the entire track, allowing you to be more creative with which portion of the track you decide to play/mix with. It's a collection of tracks that allow DJ's to use them in a variety of ways, rather than just the plain old mix-into-the-intro and mix-out-at-the-post-chorus standby.
